be a great opportunity for students to learn more about planning
opportunities in the DC area and to foster connections between

JOB DESCRIPTION


Loudoun is one of the fastest growing Counties in the nation,
resulting in many transportation challenges. We are looking for a
talented, highly-motivated individual to serve as a Senior
Transportation Planner in a can-do team environment. This position
requires knowledge and expertise in all aspects of transportation. Job
duties include: the completion of accurate, timely and concise
transportation referrals for use by staff, the Planning Commission and
the Board of Supervisors; participation in negotiations to seek to
obtain the highest level of transportation improvement proffers,
developer contributions and solutions; make presentations before the
Board of Supervisors and Planning Commission; and representation of
the County on regional planning bodies associated with transportation.
The qualified applicant must possess the ability to communicate
effectively both verbally and in writing.


JOB REQUIREMENTS


Any combination of education and experience equivalent to a Master's
degree in Planning, Engineering, or related field and at least two (2)
years experience in transportation planning including at least six
months individual or team project, functional or operational
administrative experience in transportation planning. AICP, PE or PTP
certifications are desirable.


SPECIAL REQUIREMENTS


Occasional attendance at night meetings may be required.

Public managers who work in networks often find themselves not solely as unitary leaders of unitary organizations.  Instead, they often find themselves collaborating in multiorganizational networked arrangements and with the public to solve problems that cannot be solved, or solved easily, by single organizations. Collaborative public management, networks and public management, collaborative governance, and collaborative problem solving have become essential topics in most public management and public policy programs.  But collaboration is not simply a body of substantive knowledge; it is also a set of skills. We believe that one of the best ways to prepare students to operate in networks is through the use of case studies, simulations and negotiation exercises.

To further stimulate the creation of effective and innovative teaching cases and simulations in this area, the Program for the Advancement of Research on Conflict and Collaboration (PARCC) at the Maxwell School of Syracuse University is sponsoring its fourth annual competition.   The competition seeks to encourage the development of new cases and new simulations to be used in teaching collaborative public management, collaborative governance and/or collaborative problem solving.  The competition has been funded to award one $5,000 prize for best teaching case, one $5,000 prize for best teaching simulation, a new $5,000 prize for best case or simulation on nonprofit collaboration sponsored by the Snow Foundation (for the second year in a row), and up to ten $1,000 honorable mention prizes. 

Case studies should be approximately 15-25 type-written pages (double-spaced).  Simulations should include a minimum of 6 players.  All entries must include a teaching note.  

Selection of the winners will be made by a committee of scholars and practitioners.   All cases and simulations must be original and not yet published elsewhere. 

Winning cases and simulations are published online and downloadable free of charge at E-PARC:  www.maxwell.syr.edu/parc/eparc .   Most cases and simulations are published in three languages:  English, Spanish, and Chinese.  Full credit is given to authors.

E-PARC is a project of the Maxwell School’s “Collaborative Governance Initiative” launched in 2007.  E-PARC provides free on-line resources for those who teach collaborative public management, networks and public management, collaborative governance, and collaborative problem solving around the world.  We receive an average of 10,000 “hits” per month from over 50 different countries.

To enter: Submit original teaching case studies and teaching simulations no later than February 15, 2012.  Finalists will be notified around March 28, 2012.

The Safe Routes to School National Partnership is looking for four (4) energetic and dynamic professionals to work as Regional Policy Managers in Southern California (2 positions), the San Francisco Bay Area and the Washington, DC area.  Applications are due on Monday, October 31, at

The primary goal of the Regional Policy Managers is build, strengthen and  maintain networks of diverse organizations and individuals to advocate for improved transportation funding allocations and policies for Safe Routes to  School, walking and bicycling in conjunction with their regional Metropolitan Planning Organization (MPO) and its surrounding jurisdictions. Specific attention will be provided to improve policies for walking and bicycling for children and families, especially lower-income communities most vulnerable to childhood obesity. In addition to regional policy work, the Regional Policy Managers will provide technical assistance at the local level to select communities receiving Kaiser Permanente community investments.

Required qualifications for these positions include: a bachelor's degree; knowledge of Safe Routes to School, transportation and/or health issues; a minimum of two years proven success in an advocacy/communications position;  experience in public speaking; and a strong background in writing. Successful candidates will work from their home office in their geographic-specific region. The position of Regional Policy Manager is initially funded for two years. The Safe Routes to School National Partnership first launched the Regional Network Project with funding from Kaiser Permanente in 2010.  With ongoing  funding from Kaiser Permanente, the Regional Network Project is expanding into Northern California and adding staff capacity.
