Call for Papers - Sustaining Regional Futures - Beijing Conference Center, Beijing, China - Regional Studies Association Global Conference 2012 - Sun

The Regional Studies Association is concerned with the analysis of regions and sub-national issues and promotes interest and research on regional economies throughout the world. For the first time, the annual conference is being held outside Europe and is being organised with our partner, the Chinese Academy of Sciences, around the theme of `Sustaining Regional Futures' in Beijing, China.


As well as the plenary sessions at the Beijing conference, where keynote speakers will address some of the biggest issues facing regions and sub-national areas around the world, gateways are being organised on the causes and implications of different patterns of regional development. The gateways are dedicated to assessing the forms and successes of regional policies in managing regional disparities; establishing basic public services; supporting endogenous growth and the comparative advantages of regions; promoting regional competitiveness and sustaining harmony between the economy, society and the environment.


Offers of papers on each of these themes are encouraged - on different countries' and regions' experiences, and on comparative studies. Papers on aspects of social justice, territorial politics, governance, and peripheral and marginal regions are also welcome to address what has been happening in these times of rapid national growth and global upheaval. Additional topics in which we particularly encourage contributions are city-regions, spatial planning and analysis which may look at the position in China but which may focus elsewhere. Debate and discussion, contrast and comparisons are essential to the success of Regional Studies Association conferences and to academic endeavour. Critical analyses and sharing of experiences in all these topic areas will ensure the Beijing conference achieves the aims that the Regional Studies Association and its partners have set out for it.

Southern Regional Science Association 51st Annual Conference Call for Papers - deadline for submission of abstracts is January 15, 2012

We are pleased to issue the call for papers for the 2012 Southern Regional Science Association Conference in Charlotte, NC. We will meet at the Charlotte Marriott City Center from Thursday, March 22 through Saturday March 24.

To participate, please send an abstract to Program Chair Dan Rickman (Oklahoma State University) by going to the Association website. After logging onto the site, click on 2012 Annual Meeting of the Southern Regional Science Association. Then click on Proposal Submission to begin the submission process. Unless the paper is part of a special session, submit the paper under the track General Papers. The initial deadline for submission of abstracts is January 15, 2012. We already have a number of organized sessions planned but we invite others to also propose sessions. To propose a session, please e-mail Dan at dsrickman@gmail.com.

Each paper accepted for presentation in the 2012 SRSA meeting will be assigned a discussant. Participants will be given their discussants' contact information and will be responsible for delivering a complete paper to that person by March 14, 2012.

Multinational Strategies, Networks and Regional Economic Development - A workshop on inter-regional trade, investments, knowledge transfer and their e

The aim of this intensive two-day workshop is to bring together an international group of researchers with an interest in multinational strategies, trade and FDI, and regional economic development to:


a) present and discuss research findings on the effect of trade, investments and labor mobility on the performance of urban systems; and,


b) to explore opportunities for joint research by exploring a research agenda "Multinational Strategies, Networks and Regional Economic Development" by taking an interdisciplinary perspective combining insights from economic geography, international economics, and international business.


Presented papers will be considered for publication in a volume by an international recognized journal and/or publisher.


Themes may include: FDI; trade and regional economic development; Location and multinational strategy; Internationalization of clusters; Entry strategy of multinationals; Trade, FDI and European integration; Offshoring of R&D and regional economic development; Urban and regional competition for foreign direct investment


Prof. dr. Roberto Basile, Prof. dr. Philip McCann, and Prof. dr. Klaus Meyer will present keynote lectures. The venue of the workshop is the Woudestein campus of the Erasmus University Rotterdam in the Netherlands.


The workshop is organized by the RSA Research Network on Regional Urban Systems and their Performance. Organizers are Dr. Martijn Burger (Erasmus University Rotterdam), Prof. dr. Frank van Oort (Utrecht University), Dr. Evert Meijers (TU Delft), and Prof. dr. Enrico Pennings (Erasmus University Rotterdam).

Metro Washington Council of Governments is seeking volunteer scribes for pricing acceptability forums

We are looking for volunteers to act as scribes at one (or more) of our upcoming forums on the public acceptability of congestion pricing. I’m hoping some of you will be willing to help us out with this very interesting public opinion research project.

The forums, titled “Should We Use Congestion Pricing to Help Solve Our Traffic Woes?,” are examining whether and how the attitudes of the general public toward congestion pricing will change after citizens learn about and discuss current problems and potential solutions. The forums are part of a TPB study that has been funded by the Federal Highway Administration and is being conducted in partnership with the Brookings Institution. We have engaged the non-profit AmericaSpeaks to conduct the forums. I’m attaching a memo on the study to give you some background.

The invitation-only forums are essentially “mega focus groups” comprising about 60-70 people. The sessions last approximately four hours, beginning at 10:00 a.m., and are held on Saturdays throughout the region. At the forums, participants are divided into 8-10 round-table discussions with 7-9 people each. Discussions are led by a facilitator, provided through AmericaSpeaks. Scribes (hopefully some of you) record the discussions on laptops and periodically forward the groups’ comments to a “theme team” that synthesizes the input from the different discussions.

We need 8-10 scribes for each of the following events:

· Saturday, November 5 – Rockville, MD

· Saturday, November 19 – Chantilly, VA

· Saturday, December 3 – Springfield, VA

· Saturday, January 21 – Washington, DC

We will train you (a quick briefing) and provide lunch. If you can do only one, that’s great; more than one, that’s great too!

According to APA Virginia Chapter president Jeryl Phillips, the publication is now in its seventh edition.  It "has proved to be a valuable resource for those seeking to understand current enabling legislation as it pertains to land use planning in Virginia, and includes modifications made to Virginia’s planning and zoning enabling authorities during the 2011 General Assembly Session."

APA’s Regional and Intergovernmental Planning Division will host a free webinar on the Chesapeake Bay Restoration Program. The speakers will be: John Carlock, Deputy Director of the Hampton Roads Planning District Commission; Jeffrey Corbin; Special Assistant to the EPA Administrator for the Chesapeake Bay and Anacostia River; and, Anthony Moore, Assistant Secretary of the Virginia Department of Natural Resources for Chesapeake Bay Restoration.

The Chesapeake Bay Restoration program has been underway since the mid-1980’s. A recent consent order directed the EPA to take a stronger role. Initially, the states submitted their general strategies in the latter part of 2010 and early 2011 to implement the EPA directed program. Now the states are working with local and regional agencies in developing implementation steps. The Division’s first webinar on this subject was in late May. It generally concentrated on State of Maryland actions. The upcoming webinar will concentrate on State of Virginia actions.

The first hour will be given over to presentations by the panelists. The last half hour will be given over to audience questions.

This webinar is being put on through the Ohio State University City and Regional Planning Department webinar service.

Fresh FoodWhether to help address community challenges such as vacant properties, food deserts, neighborhood crime, and unemployment rates, or just to better connect residents with what they put on their plates, interest in building farms as part of the urban landscape is growing. The idea is simple enough: taking vacant or underused lots to grow healthy food. Therefore, it is not surprising that this concept has appeal to a diverse range individuals and organizations with farming knowledge, skills and experience, or a lack of them, to match.

While urban farms may share the basic process requirements of traditional agriculture, there are also many elements that are unique to urbanized areas that will require attention such as local zoning, neighborhood crime, utility access, and storage/refrigeration space. Individuals and organizations will improve their ability to establish a successful, economically sustainable urban farm if these and other issues are acknowledged and planned for up front.

Through funding from U.S. EPA's Office of Brownfields and Land Revitalization, EPA Region 5, along with Vita Nuova and SRA International, worked with Toledo CDC, Lucas County Improvement Corporation, and other local partners to facilitate the redevelopment of a 2-acre brownfield site into the Fernwood Growing Center. The Fernwood Growing Center's goal was to reclaim a vacant parcel of land, and turn it into productive use by providing a source of and educating the local population on fresh fruits and vegetables. To help the Fernwood Growing Center realize their goal, we help them develop a business plan to guide the process and cost of starting it up and maintaining it.

The Urban Farm Business Plan Handbook provides a framework for any organization or community interested in developing an urban farm to help address neighborhood blight, food access, or community development challenges on brownfields or vacant sites. The handbook provides guidance on how to assemble marketing, operating, and financial strategies to communicate your urban farm project to potential partners and funders along with worksheets to help identify and address the issues important to the development of these strategies.

Traffic congestion continues to challenge urban areas, resulting in wasted fuel, time, and costs to the economy. Efforts to address congestion in urban areas are one of the primary demands on transportation funding. The federally-required Congestion Management Process (CMP) for metropolitan areas with populations over 200,000 creates a solid framework for addressing congestion within the transportation planning process. While historically these efforts were often viewed simply as a data analysis exercise or report to identify capacity needs, the CMP is intended to be an on-going process, fully integrated into the metropolitan transportation planning process, addressing regional goals and objectives and multimodal system performance needs. In this session, Michael Grant of ICF International will discuss the new Federal Highway Administration (FHWA) guidebook on the CMP, highlighting key elements of the process, and the broader links between congestion management, livability, and multimodal system performance.

Temporary Employment Opportunity

A central Virginia locality is seeking to employ immediately on a temporary basis a planner for a short-term assignment. The position is ideal for planner who is recently retired, remaining at home to raise children or currently seeking employment.

The ideal candidate would have experience in dealing with development proposals – rezonings and subdivisions – to be presented to the planning commission and governing body. Assistance in working on the locality’s comprehensive plan may also be required of the candidate.

Telecommuting would be encouraged so the person employed will need the discipline to work from home and have reliable internet/telephone access. However, regular visits to the locality will be needed for face-to-face meetings. The locality is within one hour driving time from Richmond, Charlottesville, Fredericksburg and Harrisonburg.

The locality anticipates that the position would require 30-40 hours per week. Duration of employment is unknown, but will depend when incumbent returns to work.

The position has NO benefits and hourly wage DOQ.

Public managers who work in networks often find themselves not solely as unitary leaders of unitary organizations.  Instead, they often find themselves collaborating in multiorganizational networked arrangements and with the public to solve problems that cannot be solved, or solved easily, by single organizations. Collaborative public management, networks and public management, collaborative governance, and collaborative problem solving have become essential topics in most public management and public policy programs.  But collaboration is not simply a body of substantive knowledge; it is also a set of skills. We believe that one of the best ways to prepare students to operate in networks is through the use of case studies, simulations and negotiation exercises.
To further stimulate the creation of effective and innovative teaching cases and simulations in this area, the Program for the Advancement of Research on Conflict and Collaboration (PARCC) at the Maxwell School of Syracuse University is sponsoring its fourth annual competition.   The competition seeks to encourage the development of new cases and new simulations to be used in teaching collaborative public management, collaborative governance and/or collaborative problem solving.  The competition has been funded to award one $5,000 prize for best teaching case, one $5,000 prize for best teaching simulation, a new $5,000 prize for best case or simulation on nonprofit collaboration sponsored by the Snow Foundation (for the second year in a row), and up to ten $1,000 honorable mention prizes. 
Case studies should be approximately 15-25 type-written pages (double-spaced).  Simulations should include a minimum of 6 players.  All entries must include a teaching note.  
Selection of the winners will be made by a committee of scholars and practitioners.   All cases and simulations must be original and not yet published elsewhere. 
Winning cases and simulations are published online and downloadable free of charge at E-PARC:  www.maxwell.syr.edu/parc/eparc .   Most cases and simulations are published in three languages:  English, Spanish, and Chinese.  Full credit is given to authors.
E-PARC is a project of the Maxwell School’s “Collaborative Governance Initiative” launched in 2007.  E-PARC provides free on-line resources for those who teach collaborative public management, networks and public management, collaborative governance, and collaborative problem solving around the world.  We receive an average of 10,000 “hits” per month from over 50 different countries.

Safe Routes to School National Partnership is hiring 4 Regional Policy


The Safe Routes to School National Partnership is Hiring In Washington, DC, the San Francisco Bay Area and Southern California!


Help us find four high-quality Regional Policy Managers

The Safe Routes to School National Partnership is looking for four (4) energetic and dynamic professionals to work as Regional Policy Managers in Southern California (2 positions), the San Francisco Bay Area and the Washington, DC area.  Applications are due on Monday, October 31, at
5:00 pm PDT. The positions begin on January 3, 2012.

The primary goal of the Regional Policy Managers is build, strengthen and  maintain networks of diverse organizations and individuals to advocate for improved transportation funding allocations and policies for Safe Routes to  School, walking and bicycling in conjunction with their regional Metropolitan Planning Organization (MPO) and its surrounding jurisdictions. Specific attention will be provided to improve policies for walking and bicycling for children and families, especially lower-income communities most vulnerable to childhood obesity. In addition to regional policy work, the Regional Policy Managers will provide technical assistance at the local level to select communities receiving Kaiser Permanente community investments.

Required qualifications for these positions include: a bachelor's degree; knowledge of Safe Routes to School, transportation and/or health issues; a minimum of two years proven success in an advocacy/communications position;  experience in public speaking; and a strong background in writing. Successful candidates will work from their home office in their geographic-specific region. The position of Regional Policy Manager is initially funded for two years.
