Planning and Permitting of Renewable Energy Systems: Experiences and Lessons from Millard County, Utah

This presentation will identify the experiences of Millard County, Utah in the planning and permitting of a major renewable energy power generation facility (300-plus kV wind farm) and including the issues of power transmission corridor planning. Identified will be the vital role planners can play in environmental permitting and in facilitating the required coordination and collaboration with various Federal and State agencies. The effects of a major renewable energy initiative on the economic and social well-being on local communities and adjacent properties will be presented.
Bruce Parker is the principal of Planning and Development Services, LLC (PDS), a Salt Lake City based planning consultancy and is a doctoral candidate in the College of Architecture and Planning, University of Utah. Bruce possesses over 25 years of experience in community planning, plan implementation techniques, development review and planning administration. Bruce has participated as a planner and senior project manager for a variety of policy and planning initiatives, land use ordinances, and plan implementation techniques for communities of various sizes. Bruce possesses broad-based experience in urban, suburban, rural and resort planning.
